## New Fundraising Regulations
Saudi Arabia is introducing draft regulations to prohibit the use of children in fundraising advertisements. These rules are part of a broader effort to enhance oversight of donation campaigns and ensure the protection of both donors and beneficiaries.
## Key Provisions
The proposed regulations, published by the National Center for the Non-Profit Sector, include 18 articles that outline requirements for obtaining fundraising licenses. They also establish guidelines for donation appeals, advertising campaigns, and contracts with marketing providers.
Under the new rules, fundraising ads would be banned from featuring children or using misleading information. Campaigns would also be restricted from suggesting guaranteed rewards or misinterpreting religious texts. Additionally, advertisements must include a QR code linked to the "Donate Safely" service for verifying the legitimacy of fundraising licenses.
## Safeguards for Beneficiaries
The draft rules introduce measures to protect beneficiaries, such as prohibiting their photography in ways that could undermine their dignity. Organizations must obtain consent before using individuals' contact details for promotional purposes and allow them to opt out at any time.
## Religious and Financial Transparency
Strict controls are proposed for the use of religious sites and symbols in fundraising efforts. Photography inside the Two Holy Mosques would require prior approval, and ads cannot use the names or images of these sacred sites.
Fundraising campaigns would need to disclose financial targets, remaining amounts needed, and any costs deducted from donations. Entities seeking a fundraising license must meet governance standards and submit detailed plans outlining campaign objectives and costs.
## Objective of the Framework
The proposed framework aims to bolster transparency, credibility, and regulatory compliance within the non-profit sector, while safeguarding the rights of donors and beneficiaries. Feedback on the draft rules is open until September 10.
