## New Tobacco Regulations in Kuwait
Starting January 2027, Kuwait will enforce new regulations on tobacco and nicotine products. These rules include a ban on online sales and deliveries, and set the minimum purchase age at 21. The regulations extend to electronic cigarettes and heated tobacco products.
## Comprehensive Framework
The regulations, issued by Health Minister Dr. Ahmed Al Awadhi, cover various aspects such as import, manufacture, packaging, distribution, sale, and advertising of tobacco and nicotine products. The aim is to enhance public health protections and reduce associated costs.
## Age Verification and Sales Restrictions
Retailers must verify customers' age using official identification before selling tobacco products. Sales to individuals under 21 are prohibited, and licensed outlets must display notices in Arabic and English about this restriction.
## Ban on Online Sales
The new rules prohibit the sale and distribution of tobacco products through online platforms, mobile apps, and delivery services. This measure is intended to limit access, especially for younger consumers.
## Restricted Areas
Tobacco sales are banned in educational institutions, healthcare facilities, government buildings, and other locations frequented by children and young people. This includes schools, hospitals, and sports clubs.
## Product Registration and Advertising
Products must be registered and approved by the Ministry of Health before sale. The regulations also ban advertising and promotional activities, including sponsorships and influencer marketing.
## Enforcement and Penalties
The Ministry of Health, along with other government bodies, will oversee the enforcement of these regulations. Violations will be subject to penalties as per existing laws. The new rules will be published in the Official Gazette and take effect on January 1, 2027.
