## New Twin City Agreement

Abu Dhabi and Baku have entered into a Twin City agreement to enhance cooperation in urban planning, mobility, and sustainability. This partnership was formalized during a visit to Baku by Mohamed Ali Al Shorafa, Chairman of the Abu Dhabi Department of Municipalities and Transport (DMT), and Eldar Azizov, Head of Baku City Executive Power.

The agreement aims to improve quality of life and promote sustainable urban development. It involves collaboration on mobility transformation, digital twin technology, and traffic operations. Both cities will engage in exhibitions, benchmark studies, and knowledge exchange to advance city management.

## Strategic Visits and Projects

During the visit, officials from Abu Dhabi conducted site visits to key infrastructure projects in Baku, including the 28 May transport hub and White City, part of Baku's Master Plan 2040. These visits provided insights into passenger flows, accessibility, and land-use policy.

## Broader Context

This partnership builds on the Comprehensive Economic Partnership and Strategic Partnership between the UAE and Azerbaijan, announced earlier in 2026. The UAE is a significant trade partner for Azerbaijan, accounting for half of its trade with the GCC. The economic agreements are expected to significantly boost both economies by 2031.

## Global Collaborations

Abu Dhabi has similar partnerships with other cities like Shenzhen and Brisbane, reflecting its commitment to global collaboration in urban development. These alliances aim to implement innovative approaches to enhance liveability and sustainability in urban environments.
