Dubai permits apartment sharing, but it is subject to strict regulations to ensure tenant safety. The emirate's updated rules, outlined in Dubai Law No. (4) of 2026, differentiate between standard tenancies, subletting, and legitimate shared housing arrangements.
## Subletting Regulations
Tenants in Dubai cannot sublet their apartments without the landlord's written consent, unless explicitly allowed in the tenancy contract. Unauthorized subletting can lead to legal action by the landlord.
## Roommate Arrangements
Sharing an apartment with roommates is allowed if it complies with Dubai's regulations. Approved arrangements include living with family or registered occupants. Informal renting of individual rooms or beds is prohibited.
## Shared Housing Law
The law requires permits for shared housing, which are issued by Dubai Municipality. Units must meet building standards, occupancy limits, and provide adequate facilities. Permits are typically valid for one year, with an option for a two-year permit.
## Leasing Shared Housing Units
Only property owners or authorized establishments can lease shared housing units. Tenants are not allowed to sublease. Leasing can be direct, managed by a licensed establishment, or sub-leased via a company.
## Safety and Compliance
All shared housing units must adhere to strict safety and technical standards, covering health, fire safety, and sanitation. The law also regulates advertising to prevent illegal bed-space arrangements.
