## Stalled Negotiations in Rome
Talks between Israel and Lebanon, held in Rome under US mediation, have hit a roadblock. Israel has refused to withdraw from additional areas in southern Lebanon unless the Lebanese army fully controls two designated "pilot zones." This condition was confirmed by a Lebanese presidential source.
## Framework Agreement and Pilot Zones
In June, both nations agreed on a framework that includes disarming Hezbollah, a phased Israeli withdrawal, and the Lebanese army's deployment in the south. The Lebanese army began its deployment on July 21 in one of the pilot zones, reinforcing its presence in the second.
## Differing Perspectives
While the Lebanese source expressed skepticism about the progress, a US State Department spokesperson described the talks as "productive." The Lebanese side is eager to advance to new areas, but Israel insists on verifying the success of the initial zones before proceeding.
## Ongoing Tensions
Despite the negotiations, tensions remain high. The Israeli military conducted airstrikes in southern Lebanon, citing retaliation for the deaths of two soldiers. Hezbollah, backed by Iran, has rejected the talks and refuses to disarm, maintaining its stance against any emerging agreements.
