## New Licensing Framework
Starting December 2026, the UAE will introduce a new music licensing fee framework affecting various businesses including restaurants, cafés, hotels, shopping malls, fitness centers, and airlines. This initiative, announced by the Ministry of Economy and Tourism, aims to regulate the commercial use of music and ensure proper compensation for creators and rights holders.
## Fee Structure and Management
The fees will vary based on the type of music use and the scale of the business activity. Although specific fee amounts were not disclosed, the framework is designed to standardize licensing criteria and outline the collection and distribution of payments. The Emirates Music Rights Association and Music Nation will oversee the collection and management of these fees, with licenses issued annually.
## Exemptions and Support Fund
Certain categories, such as educational institutions, government bodies, and non-commercial events, will be exempt from these fees. Additionally, a Cultural Support Fund for Music will be established, receiving 10% of the collected fees to support music-related activities and emerging talent. This fund will be managed by a joint committee from the Ministry of Economy and Tourism and the Ministry of Culture.
