Dubai's shared housing law takes effect, fines of up to Dh1 million for repeat violations

## New Regulations for Shared Housing

Dubai has introduced a new law regulating shared housing, which requires mandatory permits for properties and operators. The law, effective from August 26, 2026, aims to curb illegal and unregulated accommodations across the emirate.

## Penalties for Non-Compliance

Fines for violations range from Dh500 to Dh500,000, with repeat offenses within a year potentially doubling fines up to Dh1 million. Authorities can also suspend operators, revoke permits, and disconnect utilities for non-compliant properties.

## Scope and Exemptions

The law applies to private development zones and free zones, excluding collective labor accommodations. It defines shared housing as properties where individuals or families share facilities like kitchens and bathrooms.

## Compliance and Grace Period

Existing shared housing operators have a one-year grace period to comply with the new regulations, which may be extended by the municipality's director-general. Permitted properties include apartments, townhouses, and multi-storey buildings, among others.

## Permitted Residents

The law specifies categories of residents allowed in shared housing, including families, students, and employees of government and private sectors. Only licensed entities can manage and lease these properties.
