UAE' approves new fee exemptions for student inventors, People of Determination — what changes from September 14

## New Fee Exemptions Announced

The United Arab Emirates has introduced new fee exemptions for student inventors and People of Determination, effective from September 14, 2026. These exemptions apply to specific industrial property services, reducing costs for patents, industrial designs, and related rights.

## Details of the Exemptions

Under Cabinet Resolution No. 136 of 2026, these groups will benefit from waived fees on certain services provided by the Ministry of Economy and Tourism. The resolution, issued on July 24 and published on August 14, outlines exemptions for services numbered 1, 3, 5, 7, 21, 22, 46, 57, 59, 61, and 63. These services include filing applications for patents and industrial designs, ownership changes, and international patent applications.

## Additional Exemptions

People of Determination receive further exemptions on services 9, 11, 13, 15, 23, 25, 27, 32, and 34, while student inventors are exempt from services 10, 12, 14, 16, 24, 26, 28, 33, and 35. These cover technical examinations and reviews for patent applications.

## Importance of the Resolution

This initiative is part of the UAE's broader industrial-property framework, governed by Federal Law No. 11 of 2021, which aims to protect inventions and industrial property rights. The law ensures patents are valid for 20 years and utility certificates for 10 years, subject to compliance with requirements and fees.

## Implementation Timeline

The resolution takes effect 30 days after its publication in the Official Gazette, marking September 14, 2026, as the start date for these exemptions.
