## Understanding Non-Payable Traffic Fines

In the UAE, some traffic fines may appear as 'non-payable' or 'locked' when attempting to pay online. This often occurs because the fines are linked to black points associated with the vehicle's number plate rather than the driver's licence. To resolve this, the fines and black points must first be transferred to the driver's licence.

## Black Points System

The UAE employs a black points system where points are recorded on a driving licence. Accumulating 24 points can result in court action, licence suspension, or confiscation. This system is why some fines are initially unpayable, as they are tied to the vehicle.

## Abu Dhabi Process

In Abu Dhabi, the TAMM app facilitates the transfer of black points and payment of fines. Users can log in with their UAE Pass, select the unpayable fine, and transfer the black points to their licence. A One-Time Password (OTP) is required to complete the process.

## Other Emirates

Residents in Sharjah, Ajman, Fujairah, Umm Al Quwain, or Ras Al Khaimah can use the Ministry of Interior (MOI) app. After logging in, users can search for black points and transfer them to their licence using various search options.

## Dubai Procedure

For Dubai, the RTA app allows users to manage non-payable fines. After logging in, users can view fines linked to their Emirates ID and vehicle. If issues persist, the MOI app can also be used, requiring the RTA number for the transfer. If unresolved, contacting Dubai Police at 901 is recommended for further assistance.
