Who can legally offer private tutoring in the UAE?

## Eligible Groups for Tutoring

The UAE Ministry of Human Resources and Emiratisation has outlined five categories of individuals who can legally offer private tutoring. These include registered teachers in both public and private schools, employees from various sectors, unemployed individuals, teenagers aged 15 to 18, and university students.

## Permit Application Process

To provide tutoring services, individuals must apply for a Private Teacher Work Permit through the ministry's digital platforms. This permit is free and valid for two years, contingent upon signing a professional conduct agreement approved by the Ministry of Education.

## Conduct and Regulations

The code of conduct for tutors includes seven key rules. Tutors must avoid conflicts of interest, maintain confidentiality, and refrain from tutoring students from their own schools. They are also prohibited from engaging in any form of abuse or discussing extremist ideas. Maintaining professional behavior and appearance is mandatory.

## Purpose of the Framework

This regulatory framework aims to organize private tutoring outside formal institutions, ensuring legal protection and quality education. It seeks to prevent unlicensed tutoring practices and aligns with international standards to provide structured and accountable educational support.
