## Allegations of Misuse in Flood Control Projects
A former government engineer, Henry Alcantara, has testified in an anti-graft court, revealing significant misuse of funds in flood control projects in the Philippines. According to Alcantara, only 35% of the allocated budget for these projects is actually used, with the remaining 65% allegedly lost to corruption.
## Breakdown of Fund Allocation
Alcantara explained that a portion of the funds, ranging from 30% to 35%, is diverted to the "project proponent," which could be a lawmaker or a government agency. This practice, known locally as "SOP," is a standard operating procedure in the country. Additionally, contractors reportedly pay a 3% royalty for using borrowed licenses and a 7% tax. Alcantara admitted to receiving a small share from the project profits.
## Context of the Testimony
The testimony was given during a hearing on the bail petition of former Senator Ramon "Bong" Revilla Jr., who is facing charges related to a ₱92.8-million flood control project in Bulacan. Revilla, currently detained, is accused of involvement in a scheme involving "ghost" projects and alleged kickbacks totaling ₱375 million.
## Revilla's Legal Troubles
Revilla, who surrendered to authorities in January 2026, is contesting the charges, maintaining his innocence. His legal team argues that the witness testimonies are flawed and that he is being unfairly targeted. Revilla's current detention follows his previous acquittal in a 2018 pork barrel scam case, although he was ordered to return ₱124.5 million in civil liability. Despite these issues, he was re-elected to the Senate in 2019 but lost his seat in the 2025 elections.
