## ICC Hearing for Libyan Ex-Prison Boss
Khaled Mohamed Ali El Hishri, a former prison chief in Libya, is facing a three-day hearing at the International Criminal Court (ICC) in The Hague. The proceedings, which began on Tuesday, aim to determine if there is enough evidence to proceed to a full trial.
## Charges and Allegations
El Hishri, 47, is accused of 17 counts of crimes against humanity and war crimes. These charges stem from his alleged actions at Mitiga prison near Tripoli between February 2015 and early 2020. The ICC claims he was involved in torture, mistreatment, sexual abuse, and murder of detainees.
## Conditions at Mitiga Prison
The ICC reports that numerous deaths occurred at the prison due to torture, untreated injuries, and starvation. Additionally, at least five prisoners, including a minor, were reportedly raped during El Hishri's tenure.
## Legal Proceedings
The current hearings are not a trial but are meant to confirm the charges. The judges have 60 days to decide whether to proceed with a full trial, dismiss the case, or alter the charges. El Hishri, who appeared before the court in December, has requested his release.
## Context of Libyan Conflict
El Hishri is the first individual to appear at the ICC as part of its investigation into Libya, which began in 2011. The country remains divided following the 2011 uprising against Muammar Gaddafi, with ongoing political instability. The ICC continues to pursue other individuals, including Osama Almasri Najim, linked to alleged crimes at Mitiga prison.
