Saudi Arabia's Ministry of Municipalities and Housing has introduced new regulations that exempt certain businesses from paying fees for 24-hour operation permits. This move affects hotels, pharmacies, fuel stations, and other selected services.

## Businesses Benefiting

The exemptions specifically apply to fuel dispensing services and service centers outside urban areas. Hotels, hotel apartments, resorts, and similar accommodations are also included. Additionally, pharmacies, healthcare services, educational institutions, wedding halls, and recreational rest houses are exempt from these fees.

## Regulatory Framework

Under the new rules, businesses wishing to operate round-the-clock must still obtain approval from relevant municipal and security authorities. The 24-hour permit covers operations between midnight and 5 am, with exceptions during Ramadan and Eid holidays.

## Operational Guidelines

The ministry will establish guidelines for employee shifts during these hours. Municipalities will also designate specific streets and locations for eligible businesses to minimize disruption to residential areas. Operating hours will align with Saudi labor regulations and women's employment policies.
