25 million Pakistani children still out of school: Report

## Education Crisis in Pakistan

A recent report highlights that over 25 million children in Pakistan remain out of school, despite the declaration of a National Education Emergency over two years ago. The study, conducted by Pakistan's Civil Services Academy, attributes this ongoing crisis to poor governance, inadequate funding, and ineffective policy implementation.

## Provincial Disparities

Punjab faces the largest challenge, with up to 10.4 million children not attending school. In Sindh, 7.4 million children are out of school, with a significant number being girls. Khyber Pakhtunkhwa and Balochistan also struggle, with millions of children not receiving education due to various structural issues.

## Funding and Governance Issues

The report criticizes the low investment in education, which remains below 1% of GDP. It emphasizes that simply increasing funds will not suffice without addressing governance and accountability issues. Most provincial budgets are consumed by salaries, leaving little for school improvements.

## Recommendations for Reform

The report suggests creating a National Student Registry to track enrollment and attendance, expanding double-shift schools, and improving school infrastructure. It also recommends performance-based funding and incentives to attract female teachers to remote areas. Without significant reforms, the report warns that the education emergency may remain a symbolic gesture.
