## New Legislation for OFW Reintegration
Senator Christopher "Bong" Go has introduced Senate Bill 1776, known as the "National Reintegration Bill," aimed at improving the reintegration process for Overseas Filipino Workers (OFWs) returning to the Philippines. The bill proposes a comprehensive support system to ensure that assistance continues beyond the end of an OFW's contract.
## Focus on Employment and Skills Recognition
The proposed legislation emphasizes sustainable employment, entrepreneurship, and skills recognition. It mandates the Department of Labor and Employment (DOLE) and the Department of Migrant Workers (DMW) to organize job fairs nationwide, aligning job opportunities with the skills and experiences of returning OFWs. Additionally, the Technical Education and Skills Development Authority (TESDA) would provide certifications to recognize overseas-acquired skills.
## Capacity-Building and Business Support
The bill also includes provisions for capacity-building programs to support OFWs interested in starting their own businesses. These programs would offer training, mentorship, and access to livelihood support.
## Addressing Reintegration Challenges
Studies by the International Organisation for Migration (IOM) and the International Labour Organisation (ILO) highlight the complexities of reintegration, such as financial strain and underemployment. The proposed bill aims to address these issues by promoting a "whole-of-government" approach, combining employment services, financial literacy training, and community-based programs.
## Potential for Economic Growth
The reintegration of OFWs is seen as an opportunity for economic growth, with returning workers potentially becoming entrepreneurs and job creators. The bill seeks to transform migration into a circular development strategy, leveraging the skills and networks of returning OFWs to drive innovation and regional development.
