## Key Recommendations for Teachers' Welfare

The Federal National Council (FNC) has put forward 12 recommendations to enhance the working conditions of teachers in the UAE. These proposals were discussed during a session held on February 11, 2026, focusing on the wellbeing of educators and the legislative framework affecting them.

## Proposed Legislative Changes

One major recommendation is the introduction of a federal law to regulate the employment status of public sector teachers. This law aims to ensure fair rights and responsibilities, reflecting the nature of the teaching profession. Amendments to existing legislation were also suggested to expand the role of the National Centre for Education Quality, emphasizing the importance of teachers' quality of life.

## Ministry of Education Initiatives

The FNC proposed the creation of a unit within the Ministry of Education dedicated to policies supporting teachers' professional and personal wellbeing. Additionally, the council urged the establishment of unified guidelines for working conditions in both public and private schools, including appropriate working hours and reduced teaching loads.

## Salary and Employment Framework

The council emphasized the need to increase salaries for Emirati teachers in the public sector and restructure allowances to better reflect living costs. It also called for a review of private sector employment frameworks, suggesting a minimum salary and standardized contracts for teachers.

## Career Development and Evaluation

Further recommendations include developing a clear career progression system, updating job descriptions, and enhancing professional development programs. The FNC highlighted the importance of strengthening performance evaluation systems to ensure fairness and transparency, linking results to career advancement and financial incentives.

## Raising Teachers' Status

The council stressed the need for awareness campaigns to elevate the status of teachers, recognizing their crucial role in shaping society and contributing to national development.
